Adverse Weather & Emergency Closing
UNCSA looks to the UNC System’s Adverse Weather and Emergency Events Policy and UNCSA Adverse Weather Regulation 101 during severe weather and when considering key factors in deciding whether to reduce or suspend operations due to safety concerns.
Policy Details
The safety of our students, faculty and staff is our number one priority in making any weather-related decision about campus operations. Unless the University announces a change in status, the campus operates on a regular schedule. Based on information from grounds, police and transportation staff, law enforcement agencies, the National Weather Service, and other sources, the University may activate one of three Adverse Weather Conditions (Condition 1, 2, and 3) described below. The University is committed to announcing a change in class or work schedules as far in advance as possible so students, faculty and staff can plan their travel to and from campus accordingly.
General notices about state government agency delays and closings do not apply to the UNC System or UNC campuses. Please note the UNC System policy also says, “The Governor’s declaration of a ‘State of Emergency’ or an advisory by the State Highway Patrol to avoid travel does not automatically necessitate suspended operations.”
As a general rule, individual students, faculty and staff, many of whom commute to UNCSA, must use their own best judgment about whether they can travel safely to and from campus given local conditions.
Under the UNC System’s Adverse Weather and Emergency Event Policy, the three Adverse Weather Conditions are:
- Condition 1: Reduced Operations
- Condition 2: Suspended Operations
- Condition 3: Closure
Condition 1 – Reduced Operations
The University is open, but some operations may be reduced and classes may be canceled.
For Students and Faculty
Classes are being held. Individual faculty may adjust class schedules and allow for work to be made up.
If the Provost announces that classes are being held under Adverse Weather Condition 1, the following rules apply:
- Students who miss scheduled activities will be allowed to make up any work missed.
- Faculty members should make arrangements to complete all interrupted activities.
- Individual faculty may use discretion to adjust their own class schedules and arrange any make-up work.
For Non-Mandatory Staff
- After informing their supervisors in a timely manner, non-mandatory employees have the option to report to work late, leave early, or not report to work.
- Non-mandatory employees should take reasonable precautions and judgments for personal safety.
- Employees must use leave if not working. Under this condition, employees may be able to make up adverse weather time within 90 calendar days with supervisor approval.
- With supervisor approval, employees may work from home or an alternate site.
For Mandatory Staff
Employees must report to work or remain at work unless notified by a supervisor.
UNCSA Access Control for Condition 1
The campus’ Building Access Control System will be placed in a controlled state for all doors. No doors will be unlocked. Normally assigned access remains active for all card holders.
Condition 2 - Suspended Operations
For Students and Faculty
- Classes are cancelled.
- The campus’ Building Access Control System will be placed in a controlled state for all doors. No doors will be unlocked.
- Non-residential students/commuters access is disabled. Do not report to campus or must leave campus.
- Faculty access is disabled. Do not report to campus or must leave campus.
- Residential students retain access to Hanes Student Commons and their residence. All other access is disabled.
For Non-Mandatory Staff
- Non-mandatory staff must not report to campus or must leave campus.
- The campus’ Building Access Control System will be placed in a controlled state for all doors. No doors will be unlocked. Non-mandatory staff access is disabled.
- Employees must use leave, if not working. Under this condition employees may be able to make up adverse weather time within 90 calendar days with supervisor approval.
- The University may also take the unusual measure of “calling-in” employees who are not normally designated as “mandatory” and temporarily assign them to this status, if a specific adverse weather is critical enough to require it. Employees are responsible for ensuring they can be reached via valid contact information.
For Mandatory Staff
- Mandatory staff must report to work or remain at work unless notified by a supervisor.
- The campus’ Building Access Control System will be placed in a controlled state for all doors. No doors will be unlocked.
- Mandatory staff's access remains active and normal.
Condition 3 - Closure
For Students and Faculty
- Classes are cancelled.
- Offices and facilities are closed.
- The campus’ Building Access Control System will be placed in a controlled state for all doors. No doors will be unlocked.
- Non-residential students/commuters access is disabled. Do not report to campus or must leave campus.
- Faculty access is disabled. Do not report to campus or must leave campus.
- Residential students retain access to Hanes Student Commons and their residence. All other access is disabled.
For Non-Mandatory Staff
- Non-mandatory staff must not report to campus or must leave campus.
- The campus’ Building Access Control System will be placed in a controlled state for all doors. No doors will be unlocked. Non-mandatory staff access is disabled.
- Non-mandatory employees are not required to use personal leave when absent from work.
For Mandatory Staff
- Employees must not report to work or remain at work unless notified by a supervisor.
- The campus’ Building Access Control System will be placed in a controlled state for all doors. No doors will be unlocked.
- Mandatory staff's access remains active and normal.
