I am writing to share with you my report from the Oct. 19, 2023, meeting of the UNC Board of Governors.
Due to the much shorter agenda for this month, the meetings were streamlined into
just one day and convened remotely via Zoom videoconference.
As I have mentioned previously, the purpose of these messages is to highlight some
of the important UNC System initiatives and decisions coming out of each meeting of
the UNC Board of Governors, giving quick access to topics that may be of particular
interest to the UNCSA community. All materials from each meeting are published on the web, and all committee and full board meetings are livestreamed on PBS North Carolina. The full board meetings are also archived for later viewing.

Acting Senior Vice President for Academic Affairs David English presented a policy
revision to the UNC Policy Manual regarding the Distinguished Professors Endowment
Trust Fund (DPETF). The policy revision is in response to recent statutory changes
made by the General Assembly which mandate that, going forward, matching state funds
in the DPETF be designated only for programs in STEM (Science, Technology, Engineering
and Mathematics) fields. Unfortunately, this means that any new endowed professorships
from the arts, humanities or any other fields outside of STEM will not be eligible
for matching state funds, including any currently in the proposal queue that had not
yet been authorized for matching funds. Past distinguished professorships that received
matching state funds will not be affected. The policy revision was approved by the
committee and forwarded for final approval through the consent agenda in the November
meeting.
Following the recently approved state budget, Senior Vice President for Finance &
Administration and Chief Financial Officer Jennifer Haygood presented the proposal
for operational budget allocations to UNC System institutions. UNCSA’s funding model
comprises two components: enrollment and performance. Our enrollment funding, which
is recurring, was reduced by $118,925 due to lower enrollment at our institution. This
funding reduction was offset by increased appropriations for performance change in
the amount of $483,710. The performance change funding is nonrecurring and is based
on our performance according to metrics related to student success, productivity and
affordability. The result is a nonrecurring Performance-Weighted Enrollment Change
Funding amount for 2023-24 of $364,785 (Pages 10-11).
Vice President for Finance and Capital Planning Katherine Lynn presented the proposed
allocation of funds to campuses for repair and renovations (R&R) for FY2024. During
this fiscal year, UNCSA will again receive $2 million for maintenance R&R needs, which
represents 4% of the available System funds in that category.
