I. Purpose
The purpose of this regulation is to address the circumstances under which a student may file an official complaint or grievance against the University of North Carolina School of the Arts (UNCSA). Issues that may be grieved under this regulation include UNCSA’s alleged violation of regulation and/or procedure.
II. Scope
This regulation applies to all UNCSA students.
III. Regulation
A. A student may file a grievance or complaint via this regulation only if all other official avenues open to them have been exhausted.
B. A student may not file a grievance or complaint via this regulation if its content is subject to the oversight of a UNCSA policy or regulation noted below:
a. Prohibited Harassment and Title IX Policy 121
b. Threat Assessment Regulation 704
c. Absences for Religious Observances Regulation 801;
d. Code of Conduct & Discipline Regulation 802;
e. Final Course Grade Review Regulation 804;
f. Student Retention Regulation 808
C. The grievance or complaint must be submitted in full compliance within the provisions of Procedure 805.
D. The UNCSA Office of Vice Provost and Dean of Student Affairs will retain a written copy of each official grievance or complaint received and acted on by the institution pursuant to state regulations on document archival.

Complaint and Grievance Procedure
Procedure 805
I. Initiating Review
A. A student may only file a grievance or complaint within 25 business days of the action that the student wishes to contest.
B. The student must submit the written request in full compliance with the processes detailed below by 5:00 pm of the 25th business day. Any deviation from these requirements will result in the institution’s failure to consider the grievance or complaint. The “Grievance or Complaint Information Form” found below should be completed and delivered or mailed to:

II. Review Process
A. A student submitting a grievance or complaint has the burden of establishing proof of their claim by a preponderance of the evidence.
B. The written “Grievance or Complaint Filing Document” must:
1. Have completed, in full, the “Grievance or Complaint Information Form” provided herein.
2. Be submitted to the UNCSA Office of Vice Provost & Dean of Student Affairs no later than 5 p.m. of the 25th business day following the contested action or event.
C. Following receipt of the official written “Grievance or Complaint Information Form”, the UNCSA Office of Vice Provost & Dean of Student Affairs is responsible for the following:
1. UNCSA will acknowledge receipt of the official written “Grievance or Complaint Information Form” within 10 business days of its receipt.
2. UNCSA staff may request a meeting with the student, if appropriate, to discuss the student’s grievance or complaint.
3. Within 30 business days after acknowledging receipt of the grievance or complaint, UNCSA staff will review the complaint and its documentation and determine the appropriate response. UNCSA staff will inform the student filing the grievance or complaint regarding the disposition of said grievance or complaint with one of the following responses:
a. The grievance or complaint will not be processed further because it is not within the scope of UNCSA authority or jurisdiction.
b. UNCSA requires and requests additional information in order to render a decision on the grievance or complaint.
c. UNCSA determined there was sufficient evidence to support the students’ complaint or grievance. Information about subsequent measures to be taken by UNCSA will be delineated in this response.
d. UNCSA does not find sufficient evidence to support the claims specified in the student’s grievance or complaint. Information will be provided detailing why those decisions were reached.
e. UNCSA determined that the grievance or complaint would be more appropriately reviewed under another policy or regulation. Information will be provided to the student regarding the appropriate reporting process and procedure.
