I. Purpose

1.1 The purpose of this regulation is to regulate the use of Internet Protocol Surveillance System (IPSS) cameras on UNCSA property. Surveillance cameras are used to monitor and record public areas for the purposes of safety and security.

1.2 IPSS is a safeguard that has served as a crime deterrent for many years. Its use provides significant security value for the University.

II. Scope

2.1 The parameters of this regulation apply to the use of the IPSS for surveillance purposes, as well as apply to all personnel, colleges and departments of the University.

4.1 PSICOM is the department authorized to oversee and coordinate the use of IPSS monitoring for safety and security purposes for the university. All university departments using IPSS are responsible for implementing this regulation in their respective operations. The University Police Department has primary responsibility for assisting university departments in implementing their IPSS procedures. All new installations will conform to installation and operating standards established by PSICOM. All existing IPSS systems will be evaluated for compliance with these standards.

4.2 The primary purpose of IPSS at UNCSA is for the safety and security of students, staff, faculty, and visitors. University Police may retrieve IPSS recordings for the purpose of investigating possible criminal activity or misconduct. Other departments may be granted access on a case-by-case basis and must be approved through the Vice Chancellor of Finance and Administration or assigned designee.

4.3 PSICOM maintains the responsibility and authority to ensure IPSS practices and standards are followed. PSICOM will ensure that the established procedures for the purchase, installation, maintenance and operation of the IPSS management system by UNCSA colleges, departments, and other operating units are followed.

4.4 The University recognizes the individual right to privacy within residential areas of campus. Any camera installed in a residential housing area will provide no greater view than what is observable in plain view.

4.5 IPSS will be configured to prevent tampering with or unauthorized duplication of recorded information.

4.6 Recorded video will be stored according to our records retention schedule and then erased, unless retained as part of a criminal investigation, court proceedings (criminal or civil), insurance purposes, or other bona fide use as approved by the Chancellor, Vice Chancellor of Finance and Administration, Chief of Police, Internal Audit, or General Counsel.

4.7 All recordings will be stored in a secure location with secured access by authorized personnel only. All IPSS controls and recorders must be located in a secure area.

Procedure 511

Requesting the addition, removal, and/or relocation of surveillance equipment:

1. Ticket is submitted via PSICOM Support portal.

a. The request type will be restricted to departmental BACs and Deans/Department Heads as it is with Door Access related requests.

2. PSICOM receives the request.

a. PSICOM reviews the request for feasibility.

b. If feasible, a quote is generated and shared with requestor; if requestor wishes to proceed, the request moves to the next stage of the workflow.

c. If not feasible, justification is explained, and the request is declined.

3. The PSICOM Support Portal forwards the request and quote onto Campus Police and Administration for approval.

a. Campus Police and Administration review request.

i. Both Campus Police and Administration must approve the request in order to move to the next step of the workflow.

ii. If Campus Police and/or Administration deny the request, the workflow moves to declined.

4. Approval is received by PSICOM and implementation is planned.

5. Implementation is set underway.

6. Issue is resolved.
