Legislative Salary Increase to be included in July paycheck

Salary IncreaseAs provided in the 2023 Appropriations Act (S.L. 2023-134), and having received further clarification and guidance from the Office of State Budget and Management (OSBM) and State
Human Resources (OSHR), we have received instructions for the Legislative Salary Increase (LSI).

All permanent (benefits-eligible) Faculty, SAAO, EPS, and SHRA University employees who were employed in a permanent position at UNCSA on June 30, 2024, are eligible for a 3% permanent increase with an effective date of July 1, 2024. The permanent increase will be reflected in the July 31, 2024 paycheck.

  1. Who is ELIGIBLE to receive the 3% increase to their base salary
    • Employees who were employed in a permanent part-or-full-time benefits-eligible position on June 30, 2024, and are active on the UNCSA payroll in July 2024 will receive the increase.
  2. Are employees who transferred from another university/state agency after June 30, 2024, eligible for the increase?
    • Yes. Any Faculty, SAAO, EPS, or SHRA employee who transfers with an effective date of July 1, 2024, or later is eligible to receive the mandatory legislative salary increase based on the employee’s June 30, 2024, base salary.
  3. Who is NOT eligible?
    • Employees hired after June 30, 2024.
    • Temporary Faculty, Temporary EPS, and Temporary SHRA employees.
    • Faculty participating in their first year of the Phased Retirement Program.
    • Teachers that transfer under DPI (working outside of the UNC System).
    • County Employees.
  4. Is LSI eligibility based on a performance rating of at least "meets expectations"? What about employees facing disciplinary action
    • No. The LSI eligibility this year is not based on performance ratings and does include active employees facing disciplinary action.
  5. How will the 3% increase be calculated?
    • The 3% base salary increase will be calculated against the eligible employee’s base salary on June 30, 2024.
    • This calculation will exclude temporary additional duties or secondary administrative titles.
    • Employees who were in Interim and Acting Appointments on June 30, 2024, will receive the increase calculated against their previous permanent base salary once the Interim and Acting Appointments end.
  6. When will the 3% increase be reflected in my salary?
    • For eligible employees, the change in base pay is effective July 1, 2024, and will be reflected in the July paycheck.
  7. Will employees currently on disability or on a leave of absence receive the legislative increase and retroactive lump sum payment?
    • Employees currently on disability or who are on a leave of absence (paid or unpaid) may be eligible for the legislative increase and retroactive payment upon their return if they satisfy all other criteria as outlined in the LI instructions.
  8. Will my longevity payment be adjusted to reflect this increase?
    • Yes, if you receive longevity pay in July 2024, you will receive an adjustment to reflect the 3% increase.
  9. Will retirement contributions be taken from the retroactive payment?
    • Yes, the employee retirement contributions will be deducted from the earnings.
  10. Instead of offering a salary increase to temporary staff, could we offer a bonus based on our own eligibility requirements? Also, can we include temporary employees who may have worked a substantial part of last year but were not working as of June 30?
    • No, we don’t have the authority to offer temporary employees bonuses. Departments can use their discretion to grant increases for temporary employees. However, the increases should be administered with fairness and consistency.
